Amendments 60, 61, and Proposition 101

An open message to all members of the Highlands Ranch Community Association (HRCA)

After reviewing the large amount of information regarding Amendments 60, 61, and Proposition 101, the HRCA Board of Directors and District Delegates have decided to recommend that HRCA members vote in opposition to these measures.

One of the central purposes of the HRCA is to enhance property values. As directors and delegates, we have serious concerns about the potential negative effects of these three measures on the governmental entities that provide services to our members in Highlands Ranch. If these services are seriously compromised, which we feel is the likely outcome if these measures are approved by voters, we believe the property values of HRCA members will be negatively impacted. In addition, the services provided by education, law enforcement, fire and rescue, and road and parks personnel lend greatly to our quality of life in Highlands Ranch. Without adequate funding, these services will not be able to continue at the level that we have come to expect and enjoy today and significant job losses are likely in an already struggling economy.

We believe that although these three measures may have begun with good intentions, they are irresponsible and too extreme to deserve the support of Colorado residents. We therefore encourage you to vote against Amendments 60, 61, and Proposition 101 when you complete your ballot in the upcoming election.

Spring Event A Huge Success

July 4th 5K Run and Bike Parade


Hats off to this years’ July 4th 5K Run and Bike Parade committee! We had our best turnout ever; thanks to all who participated. A special thank you goes out to everyone who donated to the Make a Wish Foundation of Colorado in honor of Kyle Blakeman. Please join us in recognizing our community manager, board members, block captains, web master, volunteers and sponsor(s) who helped make this event possible.

Swimming Lessons

Because of the increase in swim lessons at the Weatherstone Pool last summer, the Board heard from a number of residents who expressed concern. The concerns included: too many lessons at one time, instructors with keys, instructors teaching non-Weatherstone residents, instructors propping the gates open, and lessons taking precedence over general swimming activities.

As a compromise to those who desire private lessons for their children and those who are utilizing the pool for general swimming purposes, the Board has created and approved the use of a swim instructor registration form. This registration will limit the number of instructors allowed to teach in our community as well as the times they can teach and the number of children that can be taught. These limits will help monitor the activity of the instructors and present some regulations that they must abide by.

If, as a resident, you know a swim instructor who you are interested in having an individual teach your children or know an instructor who may be interested in teaching, please provide them with this form. This document MUST be filled out prior to the season in order to reserve a spot. Our management company, Cobblestone Management, will be monitoring the lessons when they are on the property; but as residents you also may request the approved registration at any time, as the instructors must keep proof with them at all times. We hope that the community will enjoy this compromise and that it will help keep swim lesson traffic away from the pool during heavy utilization hours.  Get the form here.

Block Captains/Social Committee


To keep the community more informed and to help plan community wide events, the Weatherstone Board has formed a Social Committee, which is made up of one or more people (Block Captains) from each block within the subdivision. The function of the Block Captains/Social Committee includes, but is not limited too:

Assist the Weatherstone Board when needed
Assist in planning Community Wide Events and the Neighborhood Watch Program.

Each Block Captain is asked to co-chair at least one event per year.

In addition, BC’s will help support the other committees by coordinating the donations, set-up, volunteers and the distribution of flyers for their street.

Coordinate the Neighborhood Watch Program for your street each year by hosting or organizing two meetings per year.  The first meeting will be with a Deputy from the Community Relations Dept. and the second meeting is just for fun, for i.e. a block party, etc.

Door-to-Door Solicitation

The Board of County Commissioners in Douglas County has already put in place an ordinance (O-996-002) for our safety. This ordinance requires every person or business entity that engages in door-to-door selling and delivery of merchandise goods, within the unincorporated area of the county, to register with the Douglas County Sheriff’s Office (DCSO). However, there is one exception to this rule. Any person who is selling door-to-door on behalf of a school or a non-profit organization is exempt from registering with the DCSO. Once the individual person or business entity has successfully registered, the DCSO will then issue a solicitor registration card for which they are required to display conspicuously. The penalty for violating this ordinance is a class 2 petty offense and, upon conviction, shall be punished by a fine of not more than $600 for each separate violation. So the next time someone is at your door and they do not represent a school or non-profit organization, ask to see their solicitor registration card. If they do not present one, you can let them know that you will be calling the sheriff’s department to file a complaint. Hopefully they will be smart enough to leave the community and not return. Pool Party/Shelter Reservations

To reserve the Weatherstone Pool Shelter please go to the Reserve Shelter page.  The pool cannot be reserved but Pool Parties must be scheduled weekdays one at a time and with a 25 guest limit.

The Weatherstone Picnic Shelters can be reserved for two hours during the pool season.

Jill Lamb Memorial Fund

Jill Lamb, long time Weatherstone resident, lost her battle with breast cancer on February 7, 2008.  She is survived by her husband Brian, her daughter Taylor, Lauren and Katelyn, her mother Bette, and her two sisters Holly and Amy.  Jill will always be remembered as a wonderful mother, wife, sister, daughter and friend.  She was always involved in neighborhood functions.

The "Jill R. Lamb Memorial Fund" has been set up to help the Lamb family.  You can contribute to this fund by going in to any First Bank location.

Coyote Sightings and Encounters


The Douglas County Sheriff’s Office has received multiple calls in the last few weeks about coyote sightings and encounters in the higher populated areas of Douglas County.  Sheriff Dave Weaver wants citizens to become educated about these animals as well as the dos and don’ts when encountering a coyote.  Please view the DCSO Coyote Information Document for more information.
