News Pool Cost
Overruns The Board wanted to clarify some of the comments made at the last HOA Meeting on December 2, 2003 concerning the cost overruns that took place during pool construction. The majority of the cost overruns associated with the pool were budgeted items that ended up costing more than what the Pool Committee/Board had budgeted for them. As it became apparent that there would be cost overruns, the pool committee cut costs in areas that would not negatively impact the pool area. Some of the reasons for the overruns include: · Estimates. The Board could not solicit formal estimates on the cost of the pool until the Special Assessment passed. Many of the projections, especially for the pool house, were significantly off what the actual bids came in at. · Timing. The cost projections for the pool were estimated in late 2000 and the construction of the pool commenced in late 2002. · Quality. The Board was not willing to skimp on quality and the finishes for the pool, the structure of the pool house and the trellises were all upgraded to provide longer use for residents with less capital expenditures in the future. A few comments at the meeting implied that the cost overruns were attributable to the location of the clubhouse and changes were made that the Board was not aware of. This is not the case. The expenses were reviewed by several sources: the General Contractor, a volunteer homeowner, the Management Company and the Board prior to be approved and paid. Although
the Board and the community are disappointed with the cost overruns, we are
proud of the pool complex and of the value it provides homeowners. According to most realtors Weatherstone is
the one of the most requested neighborhoods in Highlands Ranch, and the pool
is part of that appeal. If you have

The Board is currently
assembling a capital expenditure plan for both the short and long term. Capital expenditures include items such as
landscaping improvements and new recreational amenities, and are financed
through reserve funds. Due
to our focus on replenishing our reserves, near term expenditures will be
limited to meeting our commitments with Continuing
work on common area turf replacement and repair is planned for this
spring. However, this is budgeted
under landscape maintenance and warranty replacement. The
long term plan includes items such as:
We
encourage resident feedback on suggested items for both the short and long
term plans. This topic will be on the
agenda of the upcoming quarterly meeting.

We are planning to put
together a neighborhood directory for Weatherstone. It is very important that we have updated
information from all residents.
Enclosed with this newsletter is a “Resident Information Sheet”. If you have not already completed the form
(or have updates), please do so. You can turn this sheet in to your Block
Captain or send it to CMS (via fax or mail).
The information sheet will be due on March 16th. Once we have all the data, we plan to
create a hard-bound booklet to distribute. At the most recent Board
meeting, the proposed building of the neighborhood park was discussed. Because of the drought, all capital
construction projects were put on hold in 2003 by Metro Districts. The Board and a volunteer homeowner, Shawn
Windle, are researching whether or not this park will be built in 2004. Updates will be available on our Website, http://weatherstone.us. For more information, contact Upcoming HOA Quarterly Meeting and Elections The next HOA association
meeting will be held on March 16, 2004 at Eagle Waste Services From the reports of most
homeowners, the new year started smoothly with our new community waste
removal partner, Eagle Waste Services.
Eagle reported that homeowners have been remembering to place their
trash bins out early and have definitely been doing their “spring cleaning”
early! If you have any comments or
questions on the change to Eagle, please contact Beth at CMS. Please remember: Eagle uses an automated “arm” to empty the
Blue Bins, so if you are leaving additional items out, please leave them
about three feet away from the blue containers. We appreciate everyone’s cooperation with
this new service. Overnight Parking in the Pool Parking Lot
It has been brought to our attention that cars are parking overnight in the Weatherstone pool parking lot. This is a private lot owned by Weatherstone and no overnight parking is allowed. Violators will be towed at the owners’ expense. Please be considerate of our neighbors and neighborhood. If you see any violation of this policy, please contact our management company (CMS). Board to Discuss Mail Delivery
The Board has recently
received feedback about problems with the mail delivery to the Weatherstone
community. Erroneous receipt of
neighbor’s items, inconsistent delivery, lost items, etc. are a few examples
of problems reported. The Board would
like to accumulate a list of specific items from the residents to present for
complaint to the postal service. Our
community voice may be loud enough to generate a positive response. Please send any mail delivery issues to board@weatherstone.us. Railings Finished in Weatherstone
We have received positive
feedback from homeowners that the new wrought iron railings on the
"bridges" on New Board of Director Members
Please welcome Jim
Murlowski and Kevin McCallister to the Weatherstone Board of Directors. Both Jim and Kevin will help fill the
vacancy left by Rex Geissler. Complaints about “Dog Run”
Several homeowners have complained about dogs running off-leash in the pool area. There are no dogs allowed in the pool area at any time. This area is for the recreational enjoyment of the residents and is not a dog run. Events Update Easter Egg Hunt
Weatherstone’s first annual
Easter Egg Hunt will be held at the pool on Saturday, April 10th
from 10:00 AM – 12:00 PM for children 11 and under. Special guests include a visit from the
Easter Bunny and face painting. Please
bring a bag or basket for your child to collect their goodies. Coffee, juice and breakfast items will be
served. Please call your block captain

10:40 am Weatherstone Garage Our second annual Spring Garage
Sale will be held on Friday, April 23rd and Saturday April 24th
from 08:00 AM – 02:00 PM each day.
Homeowners may use their driveways or garages for this sale. This is a great opportunity to clean out
your closets and basements and visit with your neighbors. There will be a scheduled curbside pickup
on Monday, April 26th for items left over to be donated to
charity. Please have items (opposite
your garbage) at the curb by 08:00 AM. Pink Flamingos/Block Parties Pink Flamingo/Block Parties will
be held the 2nd Friday of every month from May – August from 06:00
PM – 09:00 PM. The purpose of the
block parties is for children and adults to get to know their neighbors. Neighbors are asked to BYOB and bring a
dish to pass. Hosts will be asked to
provide a table outside on their driveway or cul-de-sac for food and to make
sure that there is a Host from another street for the following month. For planning purposes the subdivision
are split into three groups for block parties. Please look for the Pink Flamingo in your
neighbor’s yard the week of the party or call your block captain for the
location. If you would like to host
one of the months please let your block captain know. Group 1 Group 2 Group 3 Family Pool Party/Opening Day The pool will be open for the season on Saturday, May 22nd
at 12:00 PM. Come and join your
neighbors and kick off the Summer Season.
Lunch will be served from 12 p.m. – 3 p.m. Please let your block captain know if your
family will be joining us for lunch.
